Halifax clearing and transfers

I had hoped to obtain a Halifax OneYear Fixed Rate Bond via the internet and was directed to open a Web Saver Account by depositing a cheque in my local Halifax Branch from which the funds would be moved to the Fixed Rate Bond. The cheque was lodged on 2 December and cleared on 10 December.
The Fixed Rate Bond , by that time, was no longer on offer, so I opted to close the Web Saver Account by transferring the funds to my existing Halifax Deposit Account. That process will take a further two days. Is this footdragging the norm in this sort of transaction? I had half expected cheque clearing to be a slow process, but two days for an internal transfer is stretching things a bit.
