Severn trent water board

We have a water leak from a main pipe  in our garden after the water metre, Severn Trent say they do repair one leak free of charge on our side, but only if it's a big leak and say our water metre only reads slowly, that slowly is costing us �1000 a year more than last year.

Do you think we have a leg to stand on , if so how do I go about it, I've stopped the direct debit for now and will inform the water boardof the fact.
