No idea what the "v" is, but before they added the extra digits, 0272 was the national dialling code for Bristol, but 01272 is an unassigned number as Bristol was assigned 0117, so it's not right .... but maybe I'm on the right lines of something??

However, this code is no longer used. Up until 1995, 0272 was Bristol. If this is a typo 01271 is Barnstaple, 01273 Brighton, 01274 Bradford, 01277 Brentwood, 01278 Bridgwater and 01279 Bishops Stortford, so take your pick!
