This must the easiest "Where Was I?" yet!  The big clue is in the final line: "He may have the stomach of a king, but not the heart to stop me".  If you don't recognise one of the most famous speeches in English history, google 'stomach of a king' to find out who said it and where (which answers both of the setter's questions in one).  

For confirmation that you've got it right, google the name of the military installation, together with 'cricket', to find details of the relevant event.

The whole thing took me about a minute to solve this week, so it's definitely one of the setter's easiest ones!

What an amazing little bit of "history" - thanks for the pointers Chris.  Who knew boring old cricket could inflame such deadly passions. And the Kents never got caught - incredible.
