do fathers have any rights to there children if they are not on thr birth certificate

Yes, of course they do but it would have to go through the courts if access is being denied. They would probably have prove paternity, with a DNA test, and then have the right to overnight vists , etc.
If they prove that they are the father of the child they can even have their name added to the birth certificate. and have the right to pay towards their childrens up keep.
If someone else's name is on the birth certificate as father, then no, they don't.
