swollen glands

my 5 year old daughter has had lots of swollen glands since she was ill as a baby,they never go .She has had blood test which have ruled out any thing serious yet i always believed that glands only became swollen if the body was fighting infection,if this is the case why have hers remained swollen for almost 4 years ? she has them in her neck,armpits an groin,and they sometimes become large and itchy, any suggestions as to why this is happening would be gratefully received. thanx
