If they do not have one ask them why they do not have one. Express your disappointment that they are not taking bullying seriously. Tell them that you are writing to the local educational authority to ask them why they do not have a formal anti-bullying policy and write to them.
Use the words assault and point out that not taking action could be construed as negligence and that they could be failing in their "duty of care"
That should help focus their attention
If he was beaten up badly approach the school and tell them they have 3 days to act before you involve the police and the LEA. Take him to the Dr and get what happened to him documented independantly and then if you have no joy with the school act on it.In the meantime refuse to send him back until they do act on it. Don't be flimsy with these people as they'll fob you off left right and centre and then try to patronise you into submission, so don't stand for it.Be firm and insist on some positive action from them very quickly.
