my daughter is 3 and has never met her dad but his name is on her birth certificate and my new partner of 2 years wants to adopt her do i need her birth dads permistion

Yes Stepieno, you do, but read the guidelines and somewhere it will explain how the court will ask the birth parent and will want to know the reasons for refusal
