Cough yourself and try and make it into a copying game
Have you tried rubbing and patting his back? This may make him cough and help clear his chest and throat.
My son has a lung condition and a physio therapist told me to hold his sides and basically ' wiggle ' his chest about to loosen the flem- which generally sends him into fits of giggles but seems to work after a while! Also excercise will expand his chest and help naturally.
Good luck!
what ive done with my kids is lyed them across my lap and rubbed / massaged their backs. the coughing game could work too.

def dont give milk if you can, it makes muccuss in the throut which is very hard for a toddler to clear.
