15 year old and 20 month old two bed house
I live in a two bed council house, I have a 15 year old son who has his own bedroom, my 20 month old daught shares with me and my partner, when will the council move us to a 3 bed house so my daughter can have her own bedroom

They simply dont have the properties anymore, I know families with 3 children living in 2 bedroom tower block flats waiting an eternity to move.
phone up your council and ask where you are on the list and what band your in (I assumed you applied for a transfer?)
In the mean time its worth looking at renting privately or council house exchange

rent privately. Try and sort something yourself rather than sitting and waiting for the council to move you. There are people who own their own properties and have to share bedrooms with toddlers, there is no law stating that children cant share and have to have their own bedroom.
How about you and your partner putting a sofabed in lounge and giving your daughter your bedroom if you are that concerned about her having her own room.

My blokes sister lives in a 2 bed flat with 4 kids and has been living like that for years without being moved (personally I think it would have been a good idea to stop popping out the kids but who am I!). I think they count the sitting room as a room when they are looking at overcrowding so you probably wouldnt be counted as overcrowded. I stand to be corrected though.
