Chain of events?

My daughter had an awful experience with a boy her age (4) where the boy exposed himself to her...this in turn, I later found out was because he was abused by a foster child that lived in his house.  This boy also told my daughter that he wanted her to "touch" it.  A week later, my daughter told me about it...the whole story. I was happy to hear that she didn't obey his request.  I confronted the mother of the boy and that is when I found out what had happened to him in the past.  Now, my daughter seems to be going through a similar experience in a state licensed daycare.  She has told me that a boy at daycare followed her into the bathroom and touched her "pee pee." I have a call into the daycare, but have not heard back yet.   I feel that she has never gotten over what happened a few months ago, and I want to help her.  What do I do at this point?
