Foreskin retraction

When should a little boys foreskin be retracted. My grandson is 5 plus, and he always says it stings. Any help or advice very much appreciated. Hope no one minds the delicate topic!

i was told to gently pull my little boy's back when washing him (he is now 17). I remember feeling like a bad mum, because I had took him to dr (at 4) with a slight infection and she more or less told me off.
I never did as he said it hurt. I just told him to have a go himself in the bath if it didn't hurt. He's fine now!
When I asked the health visitor about it with my second son (born 10 years later) she was horrified and told me to leave it alone.
It doesn't help when professionals tell you something different!
