Controlling computer access for kids

My 6 year old has suddenly become very computer active and likes to log on to Club Penguin everyday and write his own stories. I'm going to buy him a cheap refurbed computer of his own and would like to know the best way to ensure he can only access kid friendly websites that I've approved?

When our children were young we used AOL, we were able to set up a screen name for them & set it as young child which prevented them accessing unsuitable sites as well as any where any sort of subscription was required. Of course did need to disable IE so they couldn't use that. This was some time ago so I don't know if their parental controls are the same now
See i think you should not give her computer. Because it can ruin her, by many other sites. May be she can start visiting unwanted sites.
