Chambers gives Pert as Lively , so...

Scottish city's not entirely Pert(h)



As Perth is a city in Scotland and pert almost means familar (saucy, forward), I'll go with that.
I can't see it being Part as that doesn't abbreviate the name of a city (I assume Partick isn't a city) and doesn't explain the 'familiar'
Remember as a rule definition/answer is at front or back, not in the middle.

Thanks everybody for input I'll stick with pert. All done now . Anybody fancy joining me with a glass of wine or two
