Just a query with a view to form filling, says on form I am filling in must be signed by doctor,etc etc someone who knows you but not a relative, can son-in-law brother-in-law sign!

I tried to answer this earlier but AB's server threw a wobbly. The Passport Agency's internal document for staff handling applications , says (in relation to countersigna tories) " . . .not a relative of the applicant (this includes partners, in-laws, and step- parents)". It's likely that other official bodies use the same criteria.
