You don't have to feel obliged to buy them anything, just because you're dating their Son. I would echo the sentiments of the others and say a Card. Maybe a bunch of Flowers for the Mother-In-Law. It's not a major Anniversary to celebrate.
PS: I've spent a lot of time with them already, had lunch and dinner several times. I think they like me cause they invited me over last Christmas and New Year but I wasn't able to come since I was out of town.

21st is brass, so if you really feel you want to take a gift, if they have any house-plants how about a small brass mist sprayer. Cost about £10/£15 so not going over the top but looks like you have put some thought into the number of years.
I don't think he'd be bothered by that because he's the type of guy who speaks often of our future lives together than I do. Although I know it's a bit too early for the relationship, I honestly find it sweet.
It's their 21st anniversary, it's not like it's their silver wedding or a big anniversary like that. I would have thought that a card from you and your boyfriend would be quite satisfactory.
