theres this kid and hes really nice but hes always talking to some other girl then i learned that she was muslim but the me and the boy i like arent muslim so idk if shes gonna go into a haram relationship with him or just be friends (idek if thats allowed) but i just really wanna know what i should do. should wait them out then shoot my shot or do it now but theres a risk they already both like each other. answer please im desperate

If 'shoot my shot' means speaking honestly to him, then I suggest you do it soon. If it means something violent, then don't do it. You call him a kid; are you a kid? What do you mean by 'a haram relationship'?
If they like each other, does that matter? Will they still like each other in a month or a year or a lifetime? Will you still like him in a month or a year or a lifetime?
Life is long and you are no doubt impatient.
