can i move out at 16 if i am being provided for in north carolina?

If you have ur own passport, tkt to travel plus USA visa, there's nothing to stop you hopping on a plane. You're certainly old enough to travel alone.
Terambulan seems to assume that you're in the UK (where this web site is based) and seeking to emigrate to the USA. (In the UK any 16-year-old has the right to walk out of their parents' home and never have any contact with them again. If their parents report them as missing, and the police subsequently locate them, the police are prohibited from revealing the location of the young person to his/her parents).

However, it seems to be far more likely that you're already in the USA (and probably in N., Carolina). In which case, you'll need to seek advice from a US-based website. Try one (or both) of these:
