Thanks Jack
Just say how the phone bill will be reduced.....................how you won't have to pick her up from clubs when she's p!ssed.....and wish him luck.....
If you want to try to be amusing, you could do what my uncle did..

said how proud and happy he was to have passed the responsibility for his daughter to such a fine young man, and how he is sure her hubby will treasure and look after her very well.... and so, he is passing on the current bill for his daughter- and handed over a multiple page itemised bill including driving lessons, putting right the house after a party, clothes, uni fees, piano lessons, basically all the expenses.. especially funny ones, like, the dress she insisted she had to have for the party, that she never wore. the dog she begged for for 6 months, then after a week, never walked it herself.. and so on.
This is a very late response but my other half used a fab website called Charge Your Glasses to help him write his wedding speech.
