My ex doesnt pay for our son

I have recently split with my ex partner, we have a son together who is now 19 months old. When we were together he had always been very tight with money and felt like anytime i was askin for money i was begging as he wouldnt give me until i explained what the money would be spent on. He contacted me 5 weeks ago to say he would set up a standing order for maintenance but nothing has been done as yet. Should i go throught the CSA. If going through the CSA does that give him rights to see my child? Before anyone has comments as to why i am not allowing him to see his son we split up through him commiting adultary for 9 months and he spent all his time with someone else rather his own son and its now been 3 months so far and he hasnt bothered to see his son and i beleive children need consistancy which has never been since our son was born.
