I pay FULL Council Tax on my house .If a relative of mine decides to stay there as a permanent addresee -will they also be liable for Council Tax?

No, but if you get the discount for being sole occupier you will lose it.
no but they can pay half of yours ,
No, you only pay one lot of council tax so if you are paying it already, your relative won't have to pay more. The person who is liable is the person whose name the bill comes in!
Its the property that is liable, not the person. If you pay 100% council tax just tell them they need to pay their share!
