Is he annoying you?

Charge him rent...
Question Author
Yes that would work - good idea. Not really annoying me.
what has he got to go home to?
Turn the heating off
Question Author
dotty that is it - not a lot bless him. Room he rents is damp, this year hes going to try and move somewhere a little more comfortable.
then let hom stop for a while longer, it's probably damp because he can't afford to heat it properly
Question Author
Its damp because his landlord cant afford to get it sorted, but still expects full rent and even suggested hes going to put his rent up next year..dont worry Im a real softie, I wont send him back yet x
Maybe he wants to move back home with you, but he is waiting for you to suggest it?
I agree with puzzled and dot. Invite the lad back home and let him pay you a lesser rent than his landlord did.
