Where to buy ethanol

Is it possible for a consumer to buy ethanol beverage grade in the UK? (pref at least 80%). I would like to buy it to experiment with some home-made liqueurs. I understand the legalities of registering with HM C&E for the production of alcohol but unable to ascertain whether I can just go out and buy the ethanol first without permits?
