Need A Reasonably Priced Meal In Brighton

on Christmas day. Harvester etc, do you know if all are open ? Anything similar would do.

Far too early to know who will still be in business or whether they'll open Xmas and if they do, what their Xmas prices will be. Perhaps someone can suggest a big chain who had reasonable prices last Xmas. Apart from that I'd suggest looking around for ads in the last half of the year.
Wetherspoon's serve Christmas Day lunch in some of their pubs. As they're are three in Brighton, I would expect at least one of them to do so. It might be worth phoning them to ask:

Wetherspoon's aren't as expensive as many other pubs & restaurants on Christmas Day (based upon the prices I've seen advertised in their pubs in Ipswich and Dover). You might find that your budget of up to £25 per person is just enough. (Most other places charge £60 to £90, with some posher venues charging closer to £200)
