They are not made of anything. Strips of foil or greaseproof paper are put over the buns in the cross shape before they go in the oven.

As the buns cook they brown, except for the covered cross.

It must be regional variations that account for the different ways of putting the cross on.

I've always made it by making a stiff paste from flour and water, and then using a piping bag to mark the crosses on the top.
