A mackeral is a mackeral,a kipper is a smoked herring.
One is vile, the other revolting.
Freshly caught mackerel, cooked on the beach.

Loch Fyne kipper - best I've ever tasted!
Mackerel can be smoked like herring (as above to make kippers) which is why you often see the two names in a recipe as alternatives.

They are different fish but can be used the same way - fresh, as fillets or smoked etc.
