Depends on the wine - usually the carbon dioxide is created by allowing the wine to ferment in the bottle - however other 'bulk' techiniques are used where the carbon dioxide is generated (by fermentation) before bottling. In really cheap wine the carbon-dioxide may be injected directly in to the wine.
