has anyone heard of this ? i had it in an indian restaurant and would love to find a recipe for it

Changa is the name of a town in Kashmir, so it may well be that chicken tikka changa is just a version of the dish particular to that area in much the same way as you might find poulet bretonne in a French restaurant.
Your best bet - if you can recall the restaurant's name - is to visit/phone and ask. Good luck.
