It doesn't matter where he was born, he just can't speak properly. I appreciate your concern, but I do think that TV chefs should be able at minimum to speak English.
I believe he is a Mick, through and through. County Down, I believe.
Your wife is wrong for once.
I believe he was born in Ballywaltrim, Co.Down , Northern Ireland.

thanks to all who answered.loved 'in a pickles' verse.and glenis, for your info,i often end up in spare room anyway due to wifes snoring!! sounds like someone sawing wood.
I think the problem with Paul Rankin's accent is that he spent some time in Canada too and has picked up some sort of accent which, when mixed with the Belfast accent, sounds rather strange, I am a native from Belfast and even I think its weird!

Once spotted him in Sainsburys back home and had a quick look in his trolley, I was most disappointed, it had the same food in it as everyone elses, well I guess he cant cook like that all the time.
Well jaberwocky, he does not live in Ireland, but the United Kingdom (Northern Ireland) a completely different country, although many get the two countries confused.

From wikipedia:
"Ireland (legal name Ireland, legal description[7] the Republic of Ireland), a sovereign state, covers five sixths of the island. Its capital is Dublin"
