How can you cook minced beef without it going into clumps, which then need to be painstakingly broken up?

I do it by frying it on a high heat & breaking it up with a wooden spatula but i've also finished it off with a potato masher (which was ok) and i've tried soaking the mince in a bowl with warm water which breaks it up (and gets rid of the ikky blood & smell) let it soak for upto 20 mins, drain in a colander and it cooks like finely minced meat.
