How long can cognac be stored in a decanter, and should it be in a decanter to start with, or left in the original bottle and corked.

Technically for ever if the seal on the decanter is airtight, same as with a bottle. If not airtight then the alcohol will evaporate.
If you put it in a decanter everyone will think its a cheap brandy and you're ashamed to show the label. Why not leave it in the bottle?
The alcohol will not evaporate as long as the container has a reasonable seal. At 40% alcohol cognac will not go off in contact with air unlike wine.
I'm not saying it will go off but over time will lose some of it's strength if not airtight.
