I bought a well known branded minced beef and onion pie over the weekend and decided to have it for lunch today.
After two mouthfuls I found more than minced beef, onion and gravy in it. UGH!!!!!!
Who should I complain to? The shop where I bought it, or write to the manufacturer. I have all the wrapping and 3/4 of pie left.

i would complain to both
Can't resist asking what exactly you found in pie?

The shop will be duty bound to replace/refund money. At the same time manufacturer needs to be told if there's a problem as it may not be only pie affected.
Sometimes it is better to go direct to the manufacturer, they are so afraid of bad publicity that they often send more than the value of the pie. I had a tin of raw potatoes in a potato salad from Heinz which I reported to them and they sent me a huge box with just about one of every Heinz tinned product in it. Mind you that was about 10 years ago, not sure they would be quite so generous today.
my ma in law found a stick insect in her pickle, was really ill and upset. We took it to council trading standards food division and they confirmed it was indeed a stick .....or rather just a very little stalk..........and only to expected in that sort of food......red faces all round except for mil who still insisted it had made her throw up and the manufacturers should be fined.....ah well
I found a bit of green chicken in a packet of cooked chicken slices from Sainsbury's so I took it back and the they gave me my money back.

I also found a hair (that looked nothing like mine) in a pasta salad from the same supermarket and did the same thing.

So gross!
When you purchase something, the contract of sale is between you and the retailer, so you should complain to the shop. If you get no joy, keep calm and don't argue - just tell them you will go to Trading Standards - and do it.

(Incidentally, it will do no harm to let the manufacturers know their product is sub-standard too).
You should do both.
Make sure you take all the codes from the packaging for the manufacurer.
I did this last year at Farm Foods.
I was able to exchange the product for something else and then when i e mailed head office they sent mt 10.

Thanks to you all, it was some form of rubber or plastic, I have written to both and decided they can fight over who has the pie back.

Thanks again for your help
You need to contact your local environmental health team at your local council. They will investigate thoroughly as they take it very seriously. You need to send them the item and the packaging. If you want to complain to the shop, you should photocopy the wrapping and the "item" or take a photo and enclose it.

It is important environmental health get the item so they can investigate it. You would be surprised how many such complaints and "evidence" gets mislaid if left to the shop.
