Searching for a PC game

I'm looking for a PC game that I used to play in elementary in the late 90's. The only thing I can remember is the beginning of the game. Its an animated game and starts out with a green lizard guy listening to a news cast on the radio. Then he takes the radio and gets on his bike and rides to this creepy mansion type house. The only other thing I can remember is it was kind of educational and it was like a mystery.
