Microsoft Flight Simulator 2004 will theoreticall y run under Windows 7 (despite being designed for earlier versions of Windows) but googling shows that many people have experienced problems with it. (If you're running the 'Professional' version of Windows 7 you could try using 'compatibility mode' but that's not available onthe more basic versions of Windows 7).
As well as the operating system you also need to consider the other requirements for the software. Most desktops running Windows 7 will probably have a good enough processor (Pentium II or equivalent) but they're unlikely to have standalone video cards installed. (MS FS 2004 won't run with 'onboard video').
