does any body know if I will be charged twice for down loading the same game once on the ps3 and then again for the ps4 or is it just the one charge?

You won't be changed for downloading a game if it's already in your download list. I don't know a great deal about PS4 download content however I do know that it would would warn you. Backwards compatible games on PSN won't cost you anything if you've already purchased them.

PSN used to cap downloads of content to 3 downloads. That was lifted and is now unlimited.
