It maybe that they were never expected to be king due to older siblings. Henry's brother Arthur, George after his brother abdicated and George V was 3rd in line

William was a third son; the oldest got Normandy - don't know what happened to the middle one - but I think William was always supposed to get England, so I don't know if that makes him technically the heir or not.
