they would have been issued by the Quarter Sessions along with gamekeepers licenses etc, you'll also be able to find records in there of any fines or penalties imposed by the constables on any hawker carrying on his trade without a license from that district, each district controlled the licenses usually. any records that ate extant will be in the county record office for where your ancestor may have plied his trade.
