Engineer's slinger

Does anyone know what an Engineer's slinger used to do please ? I've just come across one in 1928 in my family history research,but can't find anything out about what it was.

For example, one such person would help to guide material dangling from a crane into the exact spot required. Another might have placed large components precisely where they were needed along an assembly line. In either case, they were needed by heavy engineering companies.
Thank you both, no he didn't live near docks,he lived in Galleywood,Chelmsford,Essex. But now you've both explained what the job was,I'm wondering if he worked in a factory, moving heavy parts for the engineer, a lot of the family later worked at Marconis,I wonder if it was there in those days and that's where he worked ?
