A great deal of attention gets put on one individual but Hoover didn't create the problems or name shoe leather. Huge amounts of loan defaults from Europe was the second reason for the Depression. The first was over speculating in an already spiraling economy.
I had a short stint in a mortgage company before the housing collapse. Companies were willing to lend money to anybody. People with no visible means of support could get a no-document loan(they stated their own income instead of proving it). They took out adjustable rate mortgages with an interest rate fixed for two years. When they failed to re-finance when that rate was up the balloon doubled their payments. Defaults started, consumer confidence fell combined with foreign investment withdrawal and suddenly there was a problem. It doesn't take long to crash the world's economy. Surprisingly enough its the US is the only one I've seen blamed for bringing down the economy of 193 other countries.

The only thing I know about Vermont is that during the 1972 election Nixon won 49 states, the only one to vote for the hapless George McGovern was Vermont. Even Massachussetts voted republican.
