he was a penal reformer from Surrey. It was a sort of penal colony but aimed at rehabilitation and giving people a new start.

Kosoro is correct.  The King of England didn't want the Spanish to expand their terriotories so he had Oglethorpe take criminals and the drunken poor to creat the colony of Georgia to halt the Spanish expansion in the Americas.
