Yes, indeed. It was Churchill that decided that property owners should be compensated in full and swiftly. Architects were employed to assess damage to buildings and there was a lot of people 'trying it on' claiming for damage that wasn't caused by bombs.

The War Damage Act 1941 created the War Damage Commission which made payments to property owners to enable them to rebuild their homes.

My father bought a bomb-damaged 3 bedroomed end-terrace house in London just after the war, for £200. He also got £200 bomb-damage compensation from the government. By the way, that house is now worth way over a million !
