Clement C Moore, around 1822... title was actually "A visit from St. Nicholas"...
Oh, for the rest of the question... New York City... don't have county, since they have Boroughs.  Keep in mind there is some controversey over how and when he actually wrote it since it's not generally attributed to him until 1834...

 to clanad: from ehutt-----i asked the question about "christmas poem" because it is alleged that it was penned at constable-hall in constableville in lewis county,ny.constable owned a lot,lot of land around here.he wrote it to his two daughters while visiting. any chance this is true?????the time- frame is about right..

ehutt, I'm not sure your question is answerable because of the debate over time, place and identiy of authorship I mentioned in my original response.  I've attached an extensive discussion of that problem... Sorry I couldn't be more deffinitive...
