Yes they were... most notably, hundreds of thousands of Afghans, mostly ethnic Pushtuns, fled into Pakistan and Iran. Up to 3.3 million fled to Pakistan, where they became the primary recruiting resource for the Afghan mujahedeen. Up to 2.2 million fled to Iran. I am surprised that it did not destabilize Iran as much as it did Pakistan; many of the jihadist groups that impact Pakistan were recruited from this refugee pool. To my knowledge, this did not happen in Iran (to my knowledge). (Source: internet searches)
