Simply stated, a Panzer Division (Panzerdivision) in the Wehrmact (WWII) is (and was) a division that had both ground troops and armored vehicles, almost always tanks. However, the emphasis was on the armor as opposed to just combat troops. Panzer is derived, ironically, from the French pancier ("breastplate",

Panzer refers to tanks. Like Rommel had in North Africa. And diesels at that. The Poms had petrol. The Panzers kept going when the petrol tanks failed. What beat Rommel was shortage of fuel, not quality of tank.
