I fthe polar ice caps melt, there shouldn't be a problem , but if these droughts continue, I can see things getting nasty ....

... so in answer to your question .... most probably yes.
quite possible if global warming dries up freshwater rivers and lakes. People upstream and downstream on rivers will have much to argue over.
The English fought for control of the seas in the eighteen hundreds and later in 2 world wars and won so in any water wars of the future we should not have a problem, perhaps the welsh will suffer though.
