Oliver North must be in the list because of the way he brokered the sale of American arms to terrorists to fund the overthrow of the democratic government in Nicaragua.

Aside from the obvious mass murderers of the 20th Century, like Hitler or Stalin, whose victims ran to the 10s of millions, Vlad the Impaler was pretty bad, famous for executing people by sticking a spear in their stomachs and hoisting them up until their weight caused them to drop with the spear stuck in them. Thought to be the inspiration for the Dracula myth.
