I believe the Morman Tabernacle in Utah(USA) has an extensive library for aiding people doing family history searches.
People usually find a lot of information there. Try finding their website and entering the name. Do you have a first name or a birth date? How about the state or town he lived or died in? these would probably make your search much easier.
Have you tried googling the name?
try the www.mormantabernacle.com and type in family history.
Or try www.onegreatfamily.com "the worlds largest online family tree". They have some Sooleys, but you would need to have a little more info i think to find the right one.

Sorry, it's me again. Also try, www.elisisland.com as during that time immigrants all had to be processed through Elis Island and that website would probably be the best place to start.

Sick of me yet? Elisisland site said to check with
www.joltsearch.co.uk for UK listings on Sooley but i didn't check Elisisland very far as with everything there are costs involved.
good luck!
