However, the "Dogs (Northern Ireland) Order 1983 continues to provide for a licence system in NI, where it is felt there is a greater problem of stray dogs and sheep worrying.
In its Manifesto for animals Labour in opposition promised to introduce a dog registration scheme. The control of dogs has now been covered in the Environmental Protection Act (1990) but this only enables a local authority to employ someone to round up stray dogs and return them to their owners who arrange for them to go to say a rescue centre. There is no power for a penalty to be enforced.
