Why do the use the term cold war when describing problems between  ussr and usa in 80s

A Cold War - A state of political tension and military rivalry between nations that stops short of full-scale war, especially that which existed between the United States and Soviet Union following World War II.

The phrase 'cold war' was coined by George Orwell in 1945. Very soon afterwards, it was used to describe the state of hostility between Russia and all the western countries...not just the USA.

A 'hot war' would obviously be one in which actual fighting was taking place with bullets flying etc, whereas a 'cold war' is one in which there are many threats, lots of propaganda and so on, but no actual physical conflict.
