Naval funeral in Plymouth, Devon, United Kingdom,

I have photos of large naval funeral in Plymouth WW1 or before. Sailors wearing older style uniforms and model T ford style cars visible. Any ideas what or when these relate to ?

Perhaps it is the funeral of Dame Agnes Weston, "Mother of the Navy", founder of the Royal Sailors' Rest Family Centres who was buried in 1918 with full naval honours in recognition of her many years devotion to the betterment of sailors' lives.
